National Consultant for Mid-Term Review of Cambodia Ageing Policy

About the role

The United Nations Population Fund (UNFPA) is seeking a national consultant to lead the development of the Mid‑Term Review (MTR) of Cambodia’s National Ageing Policy (2017‑2030). The consultant will work onsite with the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) to analyse multi‑ministerial data, provide daily capacity‑building, and draft a comprehensive review report.

Key responsibilities

• Provide daily on‑site coaching and mentoring to the MoSVY MTR Task Team on data organisation, thematic analysis, policy synthesis and executive writing.
• Collect, clean, triangulate and synthesize quantitative and qualitative inputs from ministries, sub‑national consultations, inter‑generational dialogues and existing research.
• Draft a high‑quality MTR report (≈50 pages) in Khmer, including an English executive summary, with actionable short‑ and long‑term recommendations.
• Facilitate stakeholder validation workshops, incorporate feedback, and finalise the report for submission to the Office of the Council of Ministers.

Required profile

• Proven experience in policy analysis, data synthesis and report writing, preferably in the ageing or social sector.
• Fluent in Khmer (written and spoken) and able to produce high‑quality documents in Khmer.
• Demonstrated ability to deliver on‑site capacity‑building and mentorship to government teams.
