Labor Relations Specialist

About the role

The Labor Relations Specialist will manage labor compliance, employee insurance, and stakeholder relationships for ABA Bank’s head office in Phnom Penh. The role ensures adherence to Cambodian labor laws while supporting employee well‑being and fostering positive workplace relations.

Key responsibilities

• Process staff declarations in the LACMS system, covering onboarding, transfers, off‑boarding, payroll automation and branch compliance.
• Liaise with labor regulators, ministries and other governmental entities on compliance matters.
• Coordinate MOL requirements such as physical examinations, staff representative elections, work permits and foreign worker quotas.
• Maintain and update labor policies, procedures and guidelines in line with local regulations.
• Provide labor consultations to employees and staff representatives on new regulations and practices.
• Manage annual COI and NDA sign‑offs, follow‑up and reporting for management review.
• Negotiate employee insurance proposals and act as liaison between providers and staff.
• Support HR Business Partners in labor disputes or legal investigations.
• Initiate employee well‑being programs and monitor the physical work environment.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, Law or related field.
• 2‑3 years of experience in labor compliance, labor relations or related HR functions.
• Strong knowledge of Cambodian labor laws and regulations.
• Excellent organizational, interpersonal and time‑management abilities.
• Effective oral and written communication, negotiation and presentation skills.
• Self‑motivated, able to work independently and as part of a team.

Required skills

• Proficiency with Microsoft Office (Office 365, Excel, Outlook).
• Experience using the LACMS staff declaration system.
