HR Manager – Full‑Cycle HR & Talent Management

About the role

The company is seeking an experienced HR Manager to lead all aspects of human resources, from recruitment and onboarding to compensation, training, and performance management. The role requires close collaboration with senior leadership to ensure HR practices support business objectives and compliance with Cambodian labour law.

Key responsibilities

• Design and execute recruitment plans, manage external agencies, screen candidates, and coordinate interview processes.
• Conduct background and reference checks, negotiate offers, and oversee onboarding and induction training.
• Research, review, and propose competitive compensation, benefits, and wage structures.
• Develop and deliver training programs, manage performance appraisal systems, and implement improvement plans.
• Formulate HR policies, SOPs, and ensure compliance with Ministry of Labour regulations.
• Maintain confidential employee records, resolve grievances, and drive staff retention strategies.

Required profile

• Bachelor’s degree in Human Resource Management, Business Administration or related field.
• Minimum 4 years of HR experience at a managerial level, preferably in professional services or multinational environments.
• Strong knowledge of Cambodia Labour Law and benefits administration.
• High level of confidentiality, professionalism, and integrity.
• Effective problem‑solving, decision‑making, and organizational abilities.

Required skills

• In‑depth understanding of Cambodian labour legislation and HR best practices.
• Leadership, communication, and interpersonal skills for managing teams and stakeholder relations.
