HR & Admin Officer

About the role

Harvest Center Cambodia is looking for a full‑time HR & Admin Officer to join its Phnom Penh office. The role supports the organization’s mission to modernize Cambodian agriculture with advanced drone technology by managing daily HR operations and administrative tasks.

Key responsibilities

• Coordinate employee onboarding, maintain personnel files and support performance management processes.
• Develop, update and implement HR policies in line with Cambodian labour law.
• Manage staff attendance, leave records and employee relations, including handling inquiries and conflict resolution.
• Organise office documentation, schedule meetings and trainings, and assist with recruitment logistics.
• Liaise with external partners, government agencies and other stakeholders as required.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, Law or a related field (preferred).
• Strong knowledge of HR policies, labour and employment legislation, and employee‑relations best practices.
• Excellent organisational abilities, attention to detail and effective communication in both Khmer and English.
• Ability to work collaboratively with diverse teams and support a positive workplace culture.

Required skills

• Proficiency in Microsoft Office (Word, Excel, PowerPoint).
