Head of Tax Operations and Relations

About the role

The Head of Tax Operations and Relations Unit will lead ABA Bank’s tax function, acting as the primary liaison with government agencies such as the General Department of Taxation (GDT) and other regulatory bodies. The role ensures effective tax collection through both over‑the‑counter and digital channels, while maintaining strong relationships with high‑value clients and stakeholders.

Key responsibilities

• Coordinate meetings, discussions, and cooperation with critical external stakeholders and government agencies.
• Provide senior management with guidance on tax‑related policies, procedures, and controls.
• Develop, implement, and continuously improve tax operation strategies to ensure compliance and operational efficiency.
• Oversee the tax operational framework, monitor daily performance, and produce analytical reports highlighting trends and areas for improvement.
• Identify internal operational gaps and propose corrective actions to senior leadership.
• Lead cross‑functional collaboration to resolve complex tax issues and support ongoing projects.
• Set and enforce operational KPIs, ensuring high standards of compliance, efficiency, and customer service.
• Handle escalated tax disputes, ensure timely resolution, and report outcomes to senior management.

Required profile

• Bachelor’s degree in finance, banking, taxation or a related field; a Cambodian taxation diploma is a plus.
• Minimum six years of experience in finance or tax functions, preferably with tax dispute handling and interaction with government agencies.
• Extensive leadership experience in managing tax operations and driving process improvements.
• Deep knowledge of tax laws, regulations, and financial services compliance.
• Strong relationship‑management skills with internal and external stakeholders.
