Deputy Head of Human Resources

About the role

The Deputy Head of Human Resources supports the Head of HR in planning and implementing HR strategies that align with BVM’s business goals. This full‑time, on‑site position in Phnom Penh oversees day‑to‑day HR operations and drives a positive, inclusive workplace culture.

Key responsibilities

• Supervise core HR functions including recruitment, onboarding, performance management, compensation & benefits administration, and HR data management.
• Lead employee‑relations initiatives, manage disciplinary and grievance processes, and promote a collaborative work environment.
• Ensure compliance with Cambodian labour laws and internal policies, mitigating legal and operational risks.
• Design and coordinate training, coaching, and employee development programs to build capability.
• Guide and develop HR team members, fostering professional growth and effective service delivery.
• Prepare HR reports and analytics for senior management to support strategic decision‑making.

Required profile

• Strong expertise in HR strategy, workforce planning, and organisational development.
• Proficiency in recruitment, selection, onboarding, and talent‑management processes.
• Experience with performance‑management systems, compensation & benefits administration, and HR policy development.
• Capability in employee‑relations, conflict resolution, and handling disciplinary/grievance procedures.
• In‑depth knowledge of Cambodian labour legislation and compliance requirements.
• Ability to design and implement training, coaching, and development programmes.
• Leadership, team‑management, and stakeholder‑communication skills.
• Bachelor’s degree in Human Resources, Business Administration or related field; advanced HR certification is a plus.
• Several years of progressive HR experience with supervisory or managerial responsibilities, preferably in the energy or industrial sector.
• High integrity, discretion, and commitment to non‑discriminatory, gender‑neutral HR practices.
