Country Director – Cambodia

About the role
The Country Director will lead Plan International’s country programme in Cambodia, overseeing a team of around 80 staff and an annual budget of roughly USD 8 million. Reporting to the Director of Sub‑Region, the role is responsible for delivering gender‑transformative impact for vulnerable children, especially girls, and representing the organisation with government, donors and partners.
Key responsibilities
- Provide strategic and operational leadership aligned with the global strategy and the commitment to gender equality and girls’ rights.
- Develop and implement an ambitious Country Strategy grounded in child rights, gender transformation and participation.
- Ensure programme and influencing work achieve scale by linking grassroots action with national advocacy.
- Drive emergency preparedness, risk reduction and resilience building, and respond to both predictable and sudden‑onset emergencies.
- Strengthen resource mobilisation across institutional, multilateral, corporate and National Office funding sources.
- Lead a high‑performing, inclusive team while embedding safeguarding, gender equality and ethical standards.
- Maintain strong financial stewardship, legal and donor compliance, and robust planning, budgeting and reporting systems.
- Represent Plan International at senior levels with government, donors, media, INGOs, national NGOs and communities.
Required profile
- Proven senior leadership experience in an international development environment with increasing responsibility.
- Deep understanding of child rights, gender in development and girls’ rights, and ability to translate these into impactful programmes.
- Experience in sustainable community development and participatory approaches.
- Knowledge of donor compliance requirements and sound financial management.
- Experience working in challenging environments and strong political, social and security awareness of Cambodia or comparable contexts.
- Demonstrated ability to lead diverse teams, manage organisational change and build motivated workforce.
- Excellent written and verbal communication skills in English and Khmer, with diplomatic and media‑facing capabilities.
- Relevant university degree in development, social science, business administration or related field.
