About the role
The United Nations Environment Programme (UNEP) is seeking an experienced consultant to develop a Green Public Financial Management (PFM) framework for Cambodia. The assignment supports the Ministry of Economy and Finance and the General Secretariat for Public Financial Management Reform in aligning budget processes with sustainability objectives.
Key responsibilities
- Prepare an inception note, workplan, and annotated outline of the Green PFM framework covering the full budget cycle, with emphasis on sustainable public investment and procurement.
- Draft the Green PFM framework, integrate sustainability considerations into budget formulation, appraisal, execution, procurement and reporting, and define required institutional arrangements.
- Lead the technical preparation of the December Green PFM Symposium, including speaker outreach, agenda setting, and briefing material.
- Develop an action plan and a capacity‑development plan that detail implementation steps, responsible institutions, timing, and links to the successor public investment reform strategy.
- Incorporate feedback from the Green PFM Technical Working Group, revise all deliverables, and deliver the final package in Khmer and English.
Required profile
- Advanced university degree (Master’s) in economics, public finance, public administration, public policy, development studies or a closely related field (or equivalent experience).
- Minimum five years of professional experience in public financial management, public investment management, budget policy or public finance reform, preferably within a ministry of finance, international organization or development partner.
- Direct working experience with the Cambodian public financial management system, including the Public Financial Management Reform Program and the General Secretariat for Public Financial Management Reform.
- Demonstrated knowledge of green, climate‑responsive or environmentally‑informed public financial management across budget formulation, execution, investment appraisal and procurement.
- Proven experience drafting policy frameworks, action plans or reform strategies that have been adopted or endorsed by government counterparts.
- Fluency in written and spoken Khmer and English, with the ability to produce publication‑standard policy documents in both languages.
