Chief Executive Officer

About the role

The Chief Executive Officer (CEO) will lead the overall operations and strategic direction of a new micro‑finance institution (MFI) in Cambodia. This senior executive role is responsible for driving sustainable growth, ensuring regulatory compliance, and building a high‑performing management team.

Key responsibilities

• Develop and implement the MFI’s business strategy, operational policies, and long‑term plans to achieve growth objectives.
• Lead product development, customer acquisition, market expansion, and loan portfolio growth while maintaining responsible lending practices.
• Oversee the initial establishment of the institution, including organizational structure, processes, systems, and policies.
• Manage financial planning, budgeting, capital allocation, liquidity, and profitability in line with regulatory requirements.
• Establish credit policies, risk management frameworks, and internal controls to protect portfolio quality.
• Ensure full compliance with National Bank of Cambodia regulations, AML/CFT obligations, and licensing requirements.
• Work closely with the Board of Directors and shareholders, providing regular performance reports and ensuring good corporate governance.
• Build and lead the management team, recruit key personnel, and foster a culture of professionalism and customer focus.

Required profile

• Bachelor’s degree in Finance, Banking, Business Administration, Economics or related field; Master’s degree is a plus.
• Significant senior‑level management experience in banking or microfinance, preferably as CEO, Deputy CEO, General Manager or equivalent.
• Strong knowledge of micro‑finance operations, credit management, financial performance and risk management.
• Good understanding of NBC regulations and Cambodia’s financial services industry.
• Proven leadership, strategic planning, decision‑making and communication skills.
• High integrity, professionalism and commitment to responsible finance.
