Senior Finance and Administrative Officer – ACCESS 2

About the role

The Senior Finance and Administrative Officer will support the ACCESS 2 programme, a five‑year Australian Government‑funded initiative implemented by Abt Global in Cambodia. Reporting to the programme finance lead, the officer will ensure robust financial, procurement and administrative processes to enable effective delivery of services for persons with disabilities and survivors of gender‑based violence.

Key responsibilities

• Process payments, verify documentation and ensure accurate coding of expenditures.
• Prepare monthly financial reports, expenditure analyses and support budget monitoring and variance analysis.
• Monitor activity budgets, assist with budget preparation, revisions and forecasting.
• Maintain compliance with Abt Global policies, DFAT contractual requirements, Cambodian tax regulations and internal controls.
• Support internal and external audits and implement audit recommendations.
• Develop and maintain annual procurement plans, oversee procurement schedules and ensure timely acquisition of goods and services.
• Provide administrative support to programme staff, partners and vendors.

Required profile

• Relevant tertiary qualification in finance, accounting or business administration.
• Minimum 5 years of experience in financial management, procurement and administration, preferably in the development sector.
• Strong knowledge of DFAT contractual requirements and Cambodian financial regulations.
• Excellent analytical, reporting and organisational skills.
• Ability to work collaboratively with programme staff, partners and government counterparts.
