Revision of MLE Teaching and Learning Materials (EGL approach)

About the role

The consultancy will improve the quality, relevance and effectiveness of Multilingual Education (MLE) teaching and learning in Cambodia by reviewing and revising curricula, instructional materials and teacher guides for the first three primary grades, ensuring alignment with the Early Grade Learning (EGL) approach and the needs of Indigenous children.

Key responsibilities

• Review and adapt syllabi for Vernacular Language (L1), Social Studies and Science for grades 1‑3 to align with EGL methodologies.
• Review and revise MLE learning materials for the same subjects and grades, incorporating indigenous knowledge, gender‑responsive education, disability inclusion and 21st‑century skills.
• Review and revise teacher guides for MLE Kreung teachers covering Vernacular Language (L1), Social Studies and Science for grades 1‑3.

Required profile

• Master’s degree in Education, Language Development, Applied Linguistics, Curriculum Studies, Pedagogy or a related field.
• Minimum five years of professional experience in the education sector at national or sub‑national level.
• Proven experience working with the Ministry of Education, Youth and Sport (MoEYS) and schools on Early Grade Learning or Multilingual Education programmes.
• Demonstrated experience in curriculum development, learning material design and implementation.
• Experience collaborating with UN agencies, NGOs or development partners is an advantage.

Required skills

• Knowledge of Cambodia’s education sector, MoEYS policies and curriculum reform processes.
• Understanding of the national primary curriculum and the EGL rollout.
• Familiarity with Multilingual Education programmes and mother‑tongue based education approaches.
• Excellent communication, coordination and stakeholder‑engagement abilities.
• Proficiency in computer applications, digital technologies and presentation tools.
