National Consultant – Civil Engineer for Gender‑Responsive Small‑Scale Infrastructure

About the role

UN Women Cambodia is seeking a national civil engineering consultant on a home‑based retainer to provide technical support for gender‑responsive small‑scale infrastructure improvements linked to the Women Peace Security programme. The consultant will work closely with the WPS programme team and the National Centre for Peacekeeping Forces, Mines and Explosive Remnants of War Clearance (NPMEC) to plan, design, and monitor construction of facilities such as women’s toilets and counseling rooms.

Key responsibilities

• Conduct site assessments and develop design documents, technical specifications, cost estimates and implementation timelines.
• Prepare tender terms of reference, supervise selected contractors, and ensure compliance with UN Women’s quality, health, safety, social and environmental standards.
• Monitor construction progress against schedules and budgets, identify risks or delays, and recommend corrective actions.
• Provide technical advice throughout all project phases, from opportunity identification to final delivery and reporting.

Required skills

• Civil engineering and construction management expertise.
• Experience in site assessment, design documentation, and cost estimation.
• Knowledge of gender‑responsive infrastructure standards and UN procurement guidelines.
• Ability to supervise contractors and conduct field inspections.
