Chief Executive Officer – New Telecom Operator in Cambodia

About the role

We are seeking a visionary Chief Executive Officer to lead the creation and launch of a new telecommunications operator in Cambodia. Reporting directly to the Board and key shareholders, the CEO will steer the company from inception through commercial operation, overseeing a multi‑billion‑dollar 5G investment.

Key responsibilities

• Establish and launch the new telecom operator, defining the overall business strategy and long‑term growth plan.
• Manage a multi‑billion‑dollar investment to deliver nationwide 5G coverage within an aggressive timeline.
• Oversee planning, design, deployment and operational readiness of the telecommunications infrastructure.
• Ensure compliance with all regulatory, licensing and government policy requirements.
• Build and lead an executive leadership team and all operational, commercial, sales and customer‑service functions.
• Maintain relationships with government bodies, regulators, shareholders, investors, vendors and strategic partners.
• Drive commercial performance, profitability and market‑share growth, providing regular updates to the Board.

Required profile

• 15‑20 years of experience in the telecommunications industry, with at least 10 years in senior executive or leadership roles.
• Proven track record of building or launching telecom operations, preferably from the ground up.
• Deep understanding of telecommunications regulatory and compliance requirements.
• Extensive experience managing large‑scale network deployment projects and significant capital investments.
• Demonstrated success working with government agencies, regulators and external stakeholders.
• Fluent in Mandarin Chinese and English.
