Human Rights Consultant – Full-time, Phnom Penh

About the role

The Cambodian Center for Human Rights is seeking a motivated Human Rights Consultant to support several key projects. The position is full‑time, based in the Phnom Penh office, with occasional travel inside and outside Cambodia.

Key responsibilities

• Provide advice and technical support to project coordinators.
• Conduct extensive human‑rights and legal research.
• Draft, edit, and finalize English‑language advocacy outputs such as press releases, letters, media alerts, and official correspondence.
• Produce legal documents including human‑rights reports, amicus curiae briefs, and legal analyses.
• Prepare submissions and briefings for UN mechanisms, international organisations, and diplomatic representatives.
• Contribute to advocacy strategy and campaign design.
• Write funding proposals and donor reports.
• Collaborate with the Management Committee to review and update organisational policies.
• Attend external meetings and events, and deliver internal training sessions on human‑rights issues.
• Recruit, manage, and supervise international interns and professional volunteers.

Required profile

• Master’s degree in international relations, political science, human rights, development, law, or an equivalent professional/legal qualification.
• Minimum of 2 years experience in human‑rights research, advocacy, fundraising, public‑interest law, international law, or development.
• Strong knowledge of international human‑rights laws and mechanisms.
• Excellent English writing and research abilities.
• Solid understanding of the human‑rights situation in Cambodia.
• Experience designing and implementing advocacy and campaigning activities.

Required skills

• Monthly salary ranging from US$1,200 to US$1,500, depending on experience.
