Senior Human Resources Manager

About the role

The Senior Human Resources Manager will lead HR operations for a real‑estate development and construction company, overseeing site‑based labor, engineering staff, and corporate teams. The role emphasizes compliance with Cambodian labour law, workforce planning, and compensation management while aligning HR initiatives with business objectives.

Key responsibilities

• Manage recruitment for project managers, site engineers, foremen, skilled/unskilled labour, and corporate staff.
• Plan manpower across project sites, handling mobilisation and demobilisation as projects start and finish.
• Ensure full compliance with Cambodian Labour Law, including working hours, overtime, leave, and termination procedures.
• Calculate seniority indemnity payments and severance, and oversee NSSF registration and contributions.
• Draft and maintain bilingual employment contracts (Khmer and English).
• Coordinate payroll, attendance, timesheets, and site allowances for daily and casual workers.
• Design compensation structures that incorporate site risk allowances, transport, and project bonuses.
• Manage disciplinary actions, grievance handling, and terminations in line with local regulations.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or a related field.
• 4‑5 years of HR experience, preferably with exposure to construction, real‑estate or infrastructure projects.
• Hands‑on experience managing both site‑based labour and salaried corporate staff.
• Fluent in Khmer and proficient in English, both spoken and written.
• Result‑oriented, adaptable and able to thrive in a fast‑paced environment.

Required skills

• Working knowledge of Cambodian Labour Law, NSSF regulations and MLVT procedures.
