Operations Manager – Freight Forwarding & Logistics

About the role

The Operations Manager leads VICO Cambodia’s day‑to‑day logistics activities, including freight forwarding, customs coordination, trucking, Cambodia‑Vietnam cross‑border transportation, warehousing support, customer service and operational compliance. The role is accountable for reliable service execution, cost control, operational profitability, process discipline, risk management and team development.

Key responsibilities

• Manage daily ocean and air freight, customs clearance, trucking, cross‑border and warehousing activities within the approved business scope.
• Control each shipment from booking through documentation, customs clearance, delivery, billing and file closure while monitoring KPIs and escalating risks.
• Plan and oversee Cambodia‑Vietnam cross‑border movements, handling vendor coordination, border documentation, customs handover and delivery scheduling.
• Act as senior operational escalation point for customers and strategic accounts, investigating service failures and driving corrective actions.
• Develop and maintain a network of shipping lines, airlines, trucking companies, customs brokers and warehouse providers, negotiating rates and service terms.
• Review job costing, vendor charges and shipment‑level gross profit, controlling operational expenses and identifying cost‑saving opportunities.
• Ensure compliance with Cambodia customs, import/export, transportation and safety regulations, maintaining audit‑ready records and handling claims.
• Set priorities, recruit, train and coach the Operations team, standardize workflows and promote effective use of CargoWise or other approved systems.

Required profile

• Bachelor’s degree in Logistics, Supply Chain Management, International Trade, Business Administration, Transport Management or a related discipline.
• Minimum five years of relevant experience in freight forwarding, logistics or international trade, with at least three years in a supervisory or managerial role.
• Practical knowledge of Cambodia logistics and customs operations, including ocean freight, air freight, customs brokerage, trucking and cross‑border transportation.
• Experience with transport management systems is preferred.
• Business‑level English; Khmer strongly preferred, with Chinese and/or Vietnamese considered an advantage.
